1. The only WPMU list I have ever found is wpmu-trac and that doesn't seem
to be open for discussion unless I post this as a bug, so I figured that
here is as good a place as any as it is frequented by the core developers
and WPMU is just a subset of WP.
2. Not from the look of this:

Presumably there must be significant differences between what Automattic use
for wordpress.com and what is actually kept in SVN and released as WPMU.
Please correct me if I am wrong, and point me to the right plugin.
P.S. Cheers to WP-Hacker Scot Hacker for pointing me to this:
http://dev.wp-plugins.org/browser/registered-only/ and I am now using that
plugin so that only registered users can view certain politically sensitive
blogs, but all registered users can view that blog and now that we have our
CAS/LDAP authentication plugin working that is over 20,000 users and I'd
really like the fine grained user access control that is available on
wordpress.com

First off, I don't know whether this is the appropriate channel for MU
problems. That aside, have you checked the SVN version out yet? The feature
might be in there, just not released yet.
