Not complete convinced by this.

To me they work well where they are...

If we are to start moving the options around they need to stay under  
options for one thing - it may be better to review all the current  
options and try and come up with some simpler heading and better  
groupings.

We could also extend the install process (in 2.5 i would think as  
this needs thrashing out) so as to expose some more of the core  
configuration options at install time.
