[wp-hackers] filter wp-content location

Lots of people on #wordpress have heard me ask for this, but in the  
next release, let's have an apply_filters('wp-content', ABSPATH . 'wp- 
content'); to a new function get_wpcontent_root() .

Yes this will cause a lot of grumbling from the plugin community, but  
get_theme_root already exists and get_wpcontent_root would only follow.
