That's not what the custom table settings do. Some usermeta is global
(user bio, ICQ number etc.), but roles and caps are kept
per-$table_prefix so users can have different access levels on
different blogs -- Bob can write posts on his blog but only comment at
Alice's, etc.

Your friend wouldn't have much more luck starting from scratch,
either, except that the admin user would automatically be shared. (And
IIRC that only if she was running SVN trunk.) Setting
CUSTOM_USER_TABLE and CUSTOM_USER_META_TABLE would only replace her
step #3.
