I'm still a bit lost. Having looked at the code in question, it's a lot more clear now.. but I still don't see why exactly this works with normal SAPI but not CGI (Just for the record, PHP ISAPI on IIS is faster than CGI PHP on Apache :P)...

Would using CURL instead of fopen solve the problem?
