I prefer using a download manager that lets me do ?dl=file.php and
serves it up as a plain text file with the .php extension when saved.
Because I do this, I know that someone requested and got support for
using files like this in the Installer plugin, and so I personally
enjoy it because it saves me a step with zipping up plugins and the
user a step unzipping.
