Getting really OT (but that's nice :-) here, but that doesn't seem to be the real reason...
Early 90s there was DOS, Windows 3, and Windows 95.... technically they all had the same kernel.
DOS -> Windows 3.1: The GUI was introduced. Same kernel.
Windows 3 -> Windows 95: GUI redone. Same kernel.
Technically the kernel changed between 'Windows 1.0' and Windows 3, but for the most part it was just focused on mindless expansion (well, not mindless, actually it was great..), but nevertheless it focused on bringing new features instead of refining the old.
Anyway, all that is made moot by the internet. Now you can have developers subscribe to a (non-existent) RSS feed and be informed of changes to the structure as it happens. WP is open-source: they can use the SVN and hack their plugins to work on all versions before the public get it. WP is free: people don't have a _real_ reason not to leave 1.5, just lazy... hell, you could include a 'auto-upgrade' button in the dashboard that DLs the latest version of WP and installs it all on its own...
Things have changed, and WP is with the times. MS held back, they didn't use the new technologies that could have kept them the developers but helped them move on. It hurt them. Badly.
