I've looked through the archives and it seems this issue has not been 
brought up.

Using WP2.0 no trackbacks are sent upon posting (this is from both a 
fresh install and an upgrade install).  Trackbacks will be sent 
intermittently by running execute-pings.php in your browser after 
posting.

Pingbacks work as intended.
