[wp-hackers] Detecting and fixing non-compliant themes

-1 to making this core. 99% of themes have both hooks and those that don't
should. We can't be responsible for invalid themes. It'd just be bloat that
rarely be used.

I don't think a universal package of code for distribution (like ButtonSnap)
would be bad though for the plugins that need it.
