[wp-hackers] Rethinking check_admin_referer()

Guys,

If function check_admin_referer() were moved from
wp-admin/admin-functions.php into wp-includes/pluggable-functions.php,
we could begin to experiment with different approaches using plugins,
out-of-box remaining the status quo.

An immediate benefit would be that people who cannot use WordPress
because of the referer check could relax it with a "null" plugin.
