Unless someone can come up with a better way of laying out the pages, 
probably not. It almost needs numbered tables. I've said before that 
Codex is too 'busy' for people that are unfamiliar with not just Codex 
but the process they are doing as well. If you take this page:
http://codex.wordpress.org/Resetting_Your_Password#Through_phpMyAdmin
and compare to
http://www.tamba2.org.uk/wordpress/phpmyadmin/
then mine does not have other windows opening on top of what someone is 
trying to read for instance.

Codex is a good resource, but experience in the forums

suggests that the guides we have are not useful enough (there are many 
many other upgrade threads) and people are still upgrading from much 
earlier versions and we need to cater to those people.
