[wp-hackers] New bug tracker

Carthik found a great importer from Mantis -> Trac so I went ahead and 
imported all the bugs and attachments and made it so all the Mantis bug 
URIs redirect to Trac ones. If you all could bang on this system a bit 
it needs some testing, find bugs with the bug tracker. :)

The good news is now there's one less thing you have to register for!
