Assuming the intention is to publish date/time stamps as UTC then the
code is behaving correctly.
The RSS 2.0 standard (here
http://blogs.law.harvard.edu/tech/rss#optionalChannelElements )
explicitly states "All date-times in RSS conform to the Date and Time
Specification of RFC 822".
Which specification ( http://asg.web.cmu.edu/rfc/rfc822.html#sec-5.1 )
matches what we are using; though it allows any legitimate timezone.
