If you were thinking about a problem during an upgrade, see if this 
makes sense...

The database upgrader won't remove extra fields that are not defined in 
the schema.  So if you upgrade, your user_level field stays intact until 
upgrade_160() runs, transferring the data to usermeta and deleting the 
field.

The upgrades I ran worked ok, but it's worth testing at least a few more 
times.
