+1. Make it happen soon, be clear about what's left to ping and what 
happened to previously attempted pings, but all the publish action 
should do is build up a list of things to ping, enclosure, etc in the 
next minute or two and send the writer on their way.

PS. For this, and many other reasons, WP *so* needs a scheduler.
