Well, it automatically upgrades 1.2 templates to 1.5, and it moves user 
themes out of the way of the bundled themes so that they are not 
overwritten during uprgrade.  The site theme should be created only if 
you are using one of the bundled themes or are upgrading from 1.2.   
That said, I don't really care if it stays in.  It can either be 
improved or ditched. Whatever.
