[wp-forums] Duplicate accounts

I'm for block & delete personally, since there's no GOOD reason for it, 
and they're generally abused.

Looking back, I see a lot of 'talking to onesself' from this one. 
However chhelp is the OLDER account, so I flipped the block :)
