[wp-forums] Non-mods with custom titles

tl;dr: Some forum members have custom titles but are not mods. The cases 
I've personally seen all reference Modern Tribe who support one of the 
event management plugins. None have ever been mods as far as I am aware.

How did they get the custom titles and is this something we "offer" to 
other plugin devs?
