Usually, I point them here: http://codex.wordpress.org/Resetting_Your_Password

Invariably they'll respond that that doesn't work, and then I have to
ask them what doesn't work, because that page lists six completely
independent ways of resetting a password, any one of which will work,
and which one you use depends on how much access to the server you
have.
