FYI,

The issue in question with Windows installs not being able to update
anything was fixed in WordPress 3.5.1. They will need to do a manual
update since 3.5 on some IIS installs can't update itself, but the
problem is corrected once they do that 3.5.1 manual upgrade.

Alternatively, the latest Hotfix plugin also includes a workaround to
allow 3.5 installs to upgrade on the problem IIS servers, so if they
manually install and activate that plugin, then the normal upgrade
process should work as well.
