[wp-forums] Language of Plugin

I agree with Joost. I see no reason why plugins should be forced to use
English for their directory pages. You have Google Translate if you need to
work out what it says.

If we went on usage alone, then most likely the entire directory should be
in Chinese. Of course, that'd make my life a lot harder, but it'd probably
be pretty similar to the experience most non-English speakers currently
have in the plugin directory.

In an ideal world, all plugin pages would have translations, but that's not
practical at this time.
