Not really. This guy is unique only in that he's exceptionally poor at
hiding his tracks. Most people attempting to get bad things in via the
plugin directory are a bit more subtle about it. This guy isn't clever
and he seems to have a bit of an axe to grind.

Escalation to that level is not worth it, usually. Easier to just keep
shutting them down until they go away. Generally trolls give up after
a while with no meaningful feedback. Don't give them anything to
respond to, and they lose interest.
