[wp-forums] dealing with fundamental CSS, PHP, and HTML topics?

On CSS Support: I don't have any problem with helping people with
css/markup issues mostly because a lot of the time it's within the
WordPress context that they'd have to explain to non-WP people on external
forums.

Also, a 'core' tag makes more sense to me. Plugin/theme tagging has always
kind of eluded me. It seemed like I always had issues getting forum topics
to adhere to the plugin/theme tag and show up in that corresponding support
area.
