The support plugin forums are a special view. The forum welcome is linked too off the main WP support page, and there are stickies in each major category, all of which (should) link to the welcome.

that said, I don't think they'd read no matter what we do, any more that hey read now. We made it easy to find, if they don't read it and get a gentle reminder, so be it, it's not that terrible.
