[wp-forums] Growing 'problem' with WP_Theme

A friend reached out to me, receiving the same error. (I doubt he realized
I even wrote that part...) Anyway, it was definitely an out-of-date
wp-settings.php file. He was doing a manual update but didn't touch the
root files. wp-settings.php has a ton of important logic in it, so that's
definitely bad. :-)

Has this been a common report?
