I agree with you.

Also noticed that the plug-in developer said: "This plugin is only
relevant for German language and has NO relevance for any other
language. "

I think he's making an incorrect assumption here. Sometimes as
developers we have to build sites in a language we don't necessarily
understand fluently or at all - so the developer could be depriving
non-German-speaking users of the plug-in by posting only in
German.
