Putting a modlook on their posts is generally enough to get the
moderators attention.

Mods: In case you didn't know, you can relatively easily one-click
delete all the posts by one of these spammers when they crop up
through the Admin screen. Search for the posts by username,
bulk-delete. Also block the user before you do that too.
