[wp-forums] Extend privileges to trusted support forum users

Hi Chris, you just described how we pick Moderators ;)

That's pretty much what your job is as one. How do we pick new ones? We notice who's tagging things modlook (yes, I know how to see who tags things) and we see who handles teh crazy. And when someone says "Hey, they would be good..." we tap them.

There's very little difference between a mod and an admin (admin can block users, mods can only bozo) at the end of the day, but we do award based on activity and feel good.
