At least in the Codex, we tend not to actively maintain information for 
prior versions. Also, as versions get older, they lose out in security. 
  In short, the push is generally to current and future versions.  I'm 
not convinced that there's benefit in listing prior version 
requirements, unless there's some intention to continue supporting 3.1.
