I keep meaning to post how to do this, finally remembered...

On the users.php page, enter your search term and press the Filter 
button. Wait for it to time out.

Then change the URL and remove the
&userrole[]=
from the end, and press enter.

Search then works.

eg:
http://wordpress.org/support/bb-admin/users.php?usersearch=elfin&userrole[]=

and then

http://wordpress.org/support/bb-admin/users.php?usersearch=elfin

Hope that helps, and apologies for not posting it sooner.


But while there I clicked edit on a few users, Inactive users show as 
Administrators on their edit pages.
eg.
http://wordpress.org/support/bb-admin/users.php?action=edit&user_id=6848300
