Okay, I checked. You, phenomenoodle, have never logged into the Themes
directory.

- Log out.
- Go to http://wordpress.org/extend/themes/.
- Use the login box at the top to log in.
- Does it work now?

To rate themes, you must have logged into the themes directory at
least one time, ever. This makes the theme directory know that you're
a real person, with real privileges and rights and capabilities. Above
those petty plebian non-people who have never even logged in there at
all. ;)
