Hitting them with an Alloy is probably excessive.

For me, on the Codex I block names that are offensive without a second 
thought.  On the forums I suppose a bozo flag is appropriate, as then 
you could judge if they want to post decent questions, or to just spam 
with an offensive name.  If they do want to post decent questions, you 
could follow up by email.

That's my 2p worth.

We really need to start writing all these mod guidelines down :D
