If there are more complaints of this person effectively harassing forum 
users, perhaps temporarily blocking them from the forum would be in 
order? Maybe accompanied by a closed sticky thread explaining what's 
been done (without necessarily naming names) and why - to warn off 
others with similar intentions.

I appreciate that this is an open forum and there is only so much that 
anyone can do but, like James, I think we have some responsibility to 
protect forum users. Especially when complains are being made public.

Doing nothing could be mis-construed as condoning this behaviour.
