Following on from that: 

Akismet "can't" function on any of my blogs (as they are for business,
not personal use). 

So you could argue that a key "is" required to use it some cases ... I'm
forever deleting it! ;)

True. A plugin that doesn't function at all without a paid license key,
though, to me is considered a premium plugin, and that's not what
Akismet
is.
