Creating Conditional_Comment_CSS under your user page in Codex is pretty 
much what I was suggesting.  Note: If you want that article put into the 
main Codex namespace you can either create the article or ask me or another 
admin to move it.

While trusting esmi (and others) to be responsible, in general, we should 
encourage posting the whole solution in the thread, or the Codex.  There 
really is no restriction on creating a Codex article.  The more 
contributions the merrier.
