[wp-forums] Changes 9/20

In my opinion, "[closed] Forum Rules" isn't a particularly friendly (maybe
useful) thing to see front and center when you click on "support".

I'm in complete agreement there - but thank you so much for these changes! 
This is exactly what I had in mind, and it looks fantastic (except for the
"closed" thing) - maybe we could change the closed posts to read something
like:
Forum Rules - closed to replies
Where "Forum Rules" is the link, and the closed thing is just text?
I think this might be beneficial to all the closed posts, to be honest...
