"Sticky" posts are more like announcements than normal posts. Surely they
could be isolated in their own section above the list of forums? 

So we have a structure like this:

:: FAQs, Stickies, Announcements :::

:: List of Forums::

::Recent posts (if it *has* to be there[1]) ::


[1] If we need a list of all recent posts in all forums, it would be more
useful if it was paged, so we could see more than the last "x" recent posts
at busy times.
