[wp-forums] Main Sticky Title

I've recently had time to actually volunteer in the forums lately, and for
some reason, the Sicky "Forum Rules", seems to stand out more, and the title
now seems uninviting.  Never has before, maybe it's the new layout, maybe
I'm subconsciously comparing it to some recent forums I've visited recently
for support.  Anyway,  I propose changing that to "Before Posting", or "New
Users", or something a tad more "happy".  "FAQ" is too broad, IMO, unless it
were "Posting FAQs".

Opinions?
