Here's what I'd do.
Keep the tags at the top.
- love then or hate them they are here to stay right now and as I've
said before I find them useful at times. And they aren't going.
Put the forum list next
- arguably, the 'front page' not only becomes the focus (*bump*) but as
is obvious from some posts, people just cannot find where to go to post.
Then have the listing untagged / unresolved / unanswered
And then have the 'front page'
That means more scrolling for us though as the 'frequent fliers'
So, instead of the above have a link
"To make a new post click here"
or something slightly better worded high on the front page.
That then takes them to a form which is not in any forum - they choose
it's destination from a dropdown / radio buttons or similar.
That means less clicking for them, less 'hijacked' threads.
I think that would add to the forum usability for new posters while not
throwing too much clutter into the front - though compared to other BB's
our forum would have to go a logn way to getting cluttered.
So I'd either reverse it for a newbie logical step or have the link. My
preference - were I to be asked - would be the link.

Or .. wrap those tags in a smidge of ajax so they are collapsed by default ?
