We can't.
Not that we cannot block him, but that doing so is counterproductive.
Firstly he can immediately re-register and then wreak havoc under his
new name.
But secondly he is so far out in the wrong I think we are untouchable,
we cannot be criticised. If we block him, we'll have the cries of
"censorship" and all the other garbage that gets thrown at us every so
often. If we take further action then we move ourselves closer to all
levels of criticism.
I do think there is an issue still to be resolved and hopefully it will be.

In the meantime, I am certainly answering not a single semiologic
question regardless of how easy it might be as he can stand and fall on
his own work - and by deflecting questions to the forums he will hope
that workload is taken away from him I'm sure - and I am also going to
scrutinise every word he writes. If I have even the tiniest suspicion
that it is not stupendously polite, it will go. Instantly.
