[wp-forums] Who can do what and what they can do

It has been a quite a while since the list of abilities was posted so
for clarity and information the list of who can do what and what they 
can do is below.
I have every confidence in the moderators and administrator to continue
to look after the forum and the users in the way they have done so over
the past 'however long it is'. People don't see the forum 'housekeeping'
that goes on and it attracts little in the way of any positive attention 
yet it is really important in keeping things flowing. (And I'm not 
saying this because I'm going anywhere - I'm saying it because it's needed.)

Blocked:
Users just see a simple error message when they visit the site.

Inactive:
Users can login and look around but not do anything.

Member:
Normal forum abilities

Moderator:
Delete topic
Delete post
Close topic
Sticky a topic
Sticky a topic to the front page
Move a topic to another forum
Edit all posts
See the IP of poster
Can add tags

Administrator
all the above +
Can edit profiles
Can change User Type
Can block users
Can deactivate users
Can delete users
Can allow users to post above the default 30 second limit
Can give custom titles for users
Can promote / block / render inactive users
Rename / merge / destroy tags

Keymaster
all the above +
can see all deleted posts
can see all deleted threads
can see all blocked users
make forums and recount posts, topics..
