Our administration decided that it wasn&#39;t worth the political capital to request an exception for ~$500/year purchase, a stance that has merit. Yet I wonder if we&#39;ll be dealing with more of these situations, and are states hurting themselves in the digital age more than they are protecting themselves?<br>
