</div><div>Additional information -- Prior to 3.0, we used switch_themes to control the Appearance submenus such as widgets. We introduced a new capability called edit_theme_options, that way someone could edit these theme options (menus included) without being able to necessarily switch the theme (or, hypothetically, vice versa). You may wish to use that capability in lieu of manage_options, though in your case it probably doesn't matter.</div>
