[wp-edu] Put your WP network into "maintenance" mode without using a plugin

Being an administrator, I had always wanted an easy way to take my whole
network off-line (safely as well as friendly to the end-user).

 

I believe I just found a very simple but effective solution.   You just
need to create two text-based files per instructions below.
