Maybe the Admin Bar could be it's own little 'section' and not such a huge CHUNK of text at the top? Seeing that would make Newbie Me feel like this wasn't the page I wanted to show me what all the standard bits and togs were.<br>

FYI, Admin Bar + old Dashboard header = Toolbar. That's what we're going to call it now. If you're on trunk, take a look at /wp-admin/about.php to see how we're talking about the new stuff.<div class="HOEnZb">
