[wp-docs] new Super Admin menu pages

In this case, the code is there, the menu items are there, and we're 
finally getting around to the actual docs.

these menu specifically came over from the WPMU merge, and most of the 
menu items weren't written up in the Codex anyway.

make sense? :)
