[wp-docs] Codex page needs to be rewritten

I cleaned up the spelling and formatting to match Codex guidelines and
style, changing it from an essay blog post style to a technical,
step-by-step breakdown.
I'm sure I made some mistakes, so please check it thoroughly, please.
I also left a big note there inviting you all to add some "fun" stuff.
We need two things on the page:
1. Tips for "customizing" the "front page" such as how to have static
content "at the top" and the regular posts below (a combination of
static and not), and some other tips that people tend to want on their
front page. We also have to emphasize that the sidebar doesn't change,
but they might not want the "bloggy" sidebar on the front page, which
means further customization. So we need to tell them how to remove
that sidebar.
2. Theme Troubleshooting - the tip on the nav bar is great. We need
more. You mentioned the top nav bar, but what about the sidebar Pages
links? How about changing those? What if a Theme is set up to
automatically have a static front page without a sidebar. They will
want to know how to get that sidebar back. What else is Theme specific
they need to know if they make a static page in a Theme that might not
know what to do with it?
Have I forgotten anything that we need to address that people think
about when they do this?
