[wp-docs] New page - Moving to PHP 5

I'll work on the categories. It's a tough one and I've been thinking about
the options. I'd rather have it in more categories right now then less, but
the TOC will be changing, so I'm debating that, too. :D

I'll get it into the TOC later today. Thanks again. This is so exciting.
