[wp-docs] Function Reference discussion page

The discussion page for function reference still redirects to the discussion
page for "Function Reference 2.0.x". I'm assuming this was an oversight from
when the main function reference page was moved so that another one could be
started. Should this be fixed, or is it actually on purpose?

Ps. I have the day off work, so sorry if I'm a little too energetic about
all this. It's all pretty exciting to me.
