[wp-docs] User Talk vs. Email

Thanks for the reply James.

At wikimedia.org, in the sidebar Tool Box section, there is an 'Email this
User' option when you visit a User Page, but I don't see that in Codex.

I'm guessing that ability is turned off in Codex.  It could be the version
of Mediawiki used for Codex doesn't support this option--the User
Preferences screen doesn't have the field "Disable email from other users"
as referred to User Preferences Help.
